Overview of role

The Risk and Assurance department helps TfL serve London more safely, effectively and efficiently by providing integrated enterprise risk management, internal audit, assurance, fraud prevention and investigation services. We are responsible for developing and maintaining TfL’s Enterprise Risk Management framework (ERMF); ensuring assurance is provided on the delivery of major projects and business risks; delivering an independent Internal Audit service and fraud awareness, detection and investigation services.



We now have 2 exciting opportunities to join our team as a Risk Manager within the Enterprise Risk Management (ERM) team.

The ERM team supports TfL in identifying, assessing and managing key risks in order to support the business in delivering its key objectives. You will advise, support and add value to your assigned Business Area(s) in relation to the identification, assessment, management, mitigation, monitoring and reporting of risks, producing clear and insightful risk intelligence to internal stakeholders to aid decision making.

You will help to embed TfL’s ERMF, ensuring robust, effective and consistent risk management processes and reporting of risk information are maintained. Collaborating with your assigned Business Area(s), you will support and advise internal stakeholders in identifying, assessing, mitigating and monitoring risks.


Key Accountabilities


  • Accountable for ensuring risks (strategic, operational and asset) are appropriately identified, assessed, evaluated and monitored with effective risk mitigation plans in place following TfL’s ERMF.
  • Provide support and advice to internal stakeholders with responsibility for maintenance of risk registers, entering meaningful and up to date risk information into the risk system, ARM (Active Risk Manager) and developing ARM to ensure it is aligned with the ERMF.
  • Responsible for supporting Enterprise Risk deliverables and reporting to TfL’s Panels and Committees which includes the Executive and Audit and Assurance Committees.
  • Responsible for ensuring timely and consistent reporting of clear and meaningful risk information and insightful analysis on a regular basis to appropriate Governance forums of the Business Areas, as defined by Head of Enterprise Risk; this will include Key Risk Indicator reporting.
  • Establish and maintain robust linkages between Enterprise, Strategic, Operational and Project Risk throughout the assigned Business Areas.
  • Support the development, implementation and promotion of effective and robust risk management processes, as defined by the Head of Enterprise Risk to raise significant risks for review and/or escalation; responsible for supporting development of policies and procedures to ensure continuous improvement is implemented.
  • Support development and facilitation of risk reviews and training workshops, as defined by the Senior Risk Manager, leading to improved awareness of risks and increasing internal stakeholders' capability in managing risks.
  • Provide constructive challenge to risk owners and internal stakeholders in the Business Areas when reviewing existing risk management assessments and activities to ensure that risks are managed and mitigated effectively, providing analysis and making recommendations to manage risks.
  • Work closely with Internal Audit and other Assurance partners to implement management actions arising from Audit/ Assurance reports in the assigned Business Areas.
  • Support TfL-wide Risk activities (for example, additional reports, analysis, deep dive reviews, cascade of Risk Tolerance and Appetite) as defined by the Head of Enterprise Risk and support other risk activities as determined by key stakeholders in the Business Areas.

Skills

  • Ability to increase capabilities of key stakeholders to manage risks ensuring a consistent understanding is maintained (Highly desirable)
Knowledge
• Degree level education (Essential)
  • Relevant professional qualification - in particular IRM (or equivalent), or Project Management Qualification – or relevant equivalent experience (Essential)
  • Knowledge of Risk Management key principles (Essential)
  • Commercial astuteness to ensure the integration of risk management into business and investment decisions (Desirable)
  • Knowledge of project risks management in order to provide linkages with operational and strategic risks (Desirable)
Experience
• Experience of Strategic, Operational or Asset Risk Management ideally gained in a similar large organisation (Essential)
  • Experience of performing well in a changing and dynamic environment (Essential)
  • Experience of following defined frameworks, policies and procedures (Essential)
  • Experience of meeting tight deadlines (Essential)
  • Experience of a good understanding of key risks facing an asset based and operational unit (Desirable)
  • Experience in supporting the development of risk management in a large and complex organisation (Desirable)
