I am working with an NHS organisation based in the Midlands who are looking for an experienced Technical Payroll Manager for 3 months initially.
The role is full time, to start ASAP and paying up to £33.69 Umbrella per hour. The role is in scope of IR35.
The role will be hybrid, with a presence on site in Burton-on-Trent mainly at the start of the assignment.
The client will only consider candidates that have ESR NHS Payroll Management Experience and that can do more complex work.
You must have specific knowledge and skills in regard to cancellations, end of Year adjustments and processing alongside ESR payroll experience.
Job Summary
Responsibility for the day-to-day management of the Technical Officers ensuring that all statutory returns and payments are completed and submitted in a timely manner and are performed in accordance with the financial control policies of the Trust, internal and external audit requirements and legal requirements
To develop and improve the service in line with the benefits realisation of ESR (Electronic Staff Record) and other Trusts quality improvement plans to drive greater efficiencies in processes and procedures ensuring timely, effective and best value delivery.
Service Delivery
1. Responsible for ensuring delivery of a high quality, comprehensive, effective and efficient payroll that provides accurate and timely payment of all employee remuneration & allowances, and Pensions services provision, in accordance with statutory obligations, Department of Health guidance, Trust policies, National (e.g. NHS Terms & Conditions) and local terms and conditions
2. To ensure that robust payroll processes & procedures are in place in order to minimise the risk of overpayments and where overpayments do occur to ensure that these are recovered quickly and efficiently and in line with relevant legislation and policies
3. Responsible for ensuring that all statutory requirements in relation to payroll and pensions are met thus avoiding the need for manual intervention at financial year-end, and the imposition of fines.
4. To take responsibility for ensuring complex pay related issues are resolved promptly and ensuring that employees and managers are kept informed of progress with queries and issues.
5. To manage the resolution of complaints, complex payroll or pensions queries and related Electronic Staff Record (ESR) system issues in conjunction with relevant stakeholders such Finance and HR colleagues, ensuring any complaints are handled positively, with prompt resolution and response.
Knowledge, training and experience
- Specialist knowledge of computerised HR/payroll systems preferably ESR
- A thorough understanding of payroll best practice and the interface with customers.
- IPP Graduate Higher Diploma in Payroll Management or equivalent experience.
- A high level of relevant payroll experience
- Knowledge of NHS Pensions
- Supervisory/management experience
- In depth knowledge of both NHS employment practices and statutory legislation for Payroll & Pensions and Employment Law.
- Working knowledge of GDPR
